Charles is responsible for managing the Pennsylvania Government Banking Team by building and maintaining deposit and banking services relationships, developing new product offerings, and expanding Sovereign Bank's brand awareness.
Prior to joining Sovereign, Charles served as a Senior Consultant, Public Sector, with IBM's Business Consulting Services Group. He was responsible for developing business and managing consulting projects for federal and state government clients. Charles previously served in the Office of Governor Tom Ridge as the Director of the Governor's Southeast Regional Office. He was responsible for the coordination of state government activities in seven counties, and served as the principal representative for the administration in that region. His additional experience in the public sector includes Director of the Commonwealth of Pennsylvania's Bureau of State Employment, and Deputy Director for Philadelphia of the "Ridge for Governor Campaign." Charles has also served on the White House staff as Administrative Assistant to the President's Science Advisor.
Charles remains active in the community, and serves as a Legislative Committee Member on the Greater Philadelphia Chamber of Commerce. He is also a former Board Member of the Delaware Valley Regional Planning Commission, the Philadelphia Convention and Visitor's Bureau, the Greater Philadelphia Tourism Marketing Corporation, and the Temple University Board of Trustees.
Charles received an undergraduate degree from Villanova University in Political Science, and a Masters in Government Administration from the University of Pennsylvania.
